I noticed this problem after Evolution was not showing any icons. I have FC5 installed with KDE (no gnome). I then filed a bug with evolution (bugzilla.gnome.org), and was responded to verify the gtkrc. I then changed the default icon theme and (re)checked the file and found that the new theme was not updated in the file.
This bug report is dirty like zebra. Putting it on the proper product.

Here is the detailed description.
I had installed FC5 on my PC and selected KDE for installation. (For some
strange reason, I dislike Gnome and hence did not install it).
I also installed Evolution 2.6.1 as our email accounts are on M$ Exchange
server. But when I opened Evolution, I noticed that all the icons are missing
(and the default no-icon-found image was being displayed).
Thinking this to be a bug in Evolution, I filed a bug in bugzilla.gnome.org.
Then I got a response from their team that the problem is with FC5 and not
Evolution. They hinted that the problem might be with the file /etc/gtk-2.0/gtkrc
I looked at this file and it had the line that specified the gtk-icon-theme as
something (which did not have many icons in it). Then, I opened the control
panel and changed the icon theme to default Bluecurve. Still, the entry in the
file did not change, and hence this bug report.

line in /etc/gtk-2.0/gtkrc as:
