Description of problem: attempting to upgrade this system with group "design suite" fails, nautlis-sendto required by shutter not available. Is this a shutter "bug"?

It's been deprecated and now dead:

Shutter should remove its dependency on it.

Automation has figured out the package is retired in rawhide.
