System user is disappearing from cluster once creating new zone

Steps to Reproduce:
1.Deploy cluster and create RGW system user
2.Create new realm, zonegroup and zone
3.Run commit period command and list RGW system user

Actual results:
System user is disappearing from cluster 

Expected results:
System user should not disappear from the cluster

Hi Uday,

I have added step 1 -Create the synchronization user after the local realm,masterzonegroup and zone is created. Section 5.13.
