Description of problem:

I think we should drop these errors for files in python sitelib:

E: bzrtools non-executable-script
/usr/lib/python2.4/site-packages/bzrlib/plugins/bzrtools/hunk_selector.py 0644

In fact, wouldn't it make more sense to enforce 0644?
