Currently, commands that print flow such as ofctl dump-flows print them in human-readable format.

It would be useful if they also supported printing the information in machine-readable format.

Care must be taken to design a schema that does not impose an unacceptable compatibility burden on OVS while making it relatively easy for layered tools to understand the key, value and arguments being printed.
