The question is what is expected behavior when I use `dnf5 repoquery --repo=fedora* dnf --installed`? What about to move the issue to DNF5 component, because it will replace DNF in Fedora 39 and it is already available in Fedora 38.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle. Changing version to 39.
