Description of problem:
After installation of apcupsd package, I was unable to start app. as the
binaries were not on system. /sbin/apcaccess,/sbin/apctest,/sbin/apcupsd all
missing. Downloaded current sources and recompiled to fix.

Version-Release number of selected component (if applicable):
3.12.2-1.fc5.x86_64

How reproducible:
No binary files to run application

Steps to Reproduce:
1. Download package.
2. Check /etc/apcupsd/apcupsd.conf for proper settings.
3. Try to run  /sbin/apcupsd -V 
4. Get "no such file or directory".
  
Actual results:
no such file or directory

Expected results:
apcupsd 3.12.2-1.fc5.x86_64 (xx Month 200x) fedora

found binaries in /usr/sbin SORRY! Documentation and info files both say the
binaries are in /sbin.
