Build of the hydra package for EPEL8 fails on missing dependencies - memcached/mongodb

There is memcached (1.5) in RHEL8, but there is no memcache-devel package - donno what is happening there.

libmemcached-devel is available in RHEL 8 in the CodeReady Linux Builder repo
mongodb-devel dependency is not necessary, mongo-c-driver-devel seems to be sufficient
