Description of problem:

DDlog support has been added upstream to ovn-northd.

However, in CI, self tests are run by default only against the legacy ovn-northd C implementation.

This BZ tracks the work required to enable self tests in upstream GHA CI with both versions of ovn-northd. This should allow detecting problems in ovn-northd-ddlog earlier.
