Description of problem:
fluidsynth was recently updated to 2.1.8 in EPEL8 [0] to resolve bug 1949539.  However, this update bumped the soname of fluidsynth-libs from libfluidsynth.so.1 to libfluidsynth.so.2.  This is a breaking change which is against EPEL Policy [1].  Several EPEL8 and third party packages can no longer install until they are rebuilt against the new soname.


Version-Release number of selected component (if applicable):
fluidsynth-libs-2.1.8-3.el8


Steps to Reproduce:
1. dnf install qsynth
-or-
1. dnf install audacious-plugins-amidi
-or-
1. dnf install vlc # rpmfusion
-or-
1. dnf install mpd # rpmfusion


Actual results:
Uninstallable packages in EPEL8 and third party repositories.


Expected results:
Following EPEL Incompatible Upgrades Policy [2] to ensure all EPEL packages are rebuilt for the new soname, and to give third party repositories enough time to rebuild their packages too.


Additional info:
As this update [0] has already moved to stable, it's too late to actually follow the policy 100% correctly, but you still must retroactively perform the email steps to inform users about this change.

I rebuilt qsynth and audacious-plugins to link against the new soname.  I unchecked "close bugs on stable", because this bug should not be closed until the steps in "additional info" above are completed.
