Description of problem:
edk2 needs to have gating tests defined for RHEL-9.

Additional info:
There is a gating test definition (gating.yaml) on the rhel-8.5.0 branch.

Hi Laszlo, Beraldo,

RHEL9 edk2 gating test case name is same with before, deployed in our CI system.
I just update the gating.yml:

No qemu-kvm code change, TestOnly bug. Confirmed with build maintainer, move to VERIFIED directly is enough. Thanks!
