Description of problem:
While creating a user via the RGW Admin Ops API. It seems like this operation is not implemented when using AWS Signature Version 4 for signing requests.

The operation fails with the Error :

ERROR: AWS4 completion for this operation NOT IMPLEMENTED

This is a request to implement user creation when AWS Signature Version 4 is used for signing requests.
