During development, our product targets an unreleased version of RHEL.

Details:

The version of RHEL we release our product on is not available during development.

Comment:

We often have to backport support for RHEL changes after the fact.

AIs:

Start CIing with CentOS 8 Stream and then CentOS 9 stream (for the RHEL 9 case) as soon as that's available.

stable/wallaby job in place, blocked on master waiting for CentOS 9 Stream in devstack itself.

This has not updates since 2021, perhaps is no longer "urgent"
