The test in the description tends to pass with ovn-northd.c. However, with ovn-northd-ddlog, the test tends to be hit-or-miss.

In addition, the test attempts to run `ovs-appctl dpif/del-flows`, which is not a valid command. The test should be made to work with ovn-northd-ddlog and stop calling the invalid command.
