Description of problem :
==========================
After fresh deployment of OCP 4.6 and OCS 4.6 using RHV platform,the following was observed :-

1.Data Resiliency and object service were in unknown state .

2.The pods, nodes and ceph health all were fine and healthy but the metrics were not available.

3. So if user tries running queries that UI uses then user can see that these queries don't get executed at all ,because these metrics are not present in prometheus.


Version of all relevant components :

OCP :- 4.6.0-0.nightly-2021-06-10-054528
OCS :- 4.6.4

Steps to Reproduce:
====================
1.Deploy OCP4.6 and OCS4.6 cluster 
2.Log in to console --> Home --> Overview --> Persistent storage --> Object Service.


Actual results:
=================
Data Resiliency ,Object service were in unknown state and metrics were unavailable.

Expected results:
==================
Data Resiliency ,Object service and metrics were available.

Is openshift-monitoring label applied on the openshift-storage namespace?
