Description of problem:
There is an item added in the end of contaienrs.conf caused problem to run any of the podman command. The item is:
short-names-mode = ""enforcing""

Steps to Reproduce:

ERRO[0000] reading system config "/usr/share/containers/containers.conf": decode configuration /usr/share/containers/containers.conf: Near line 501 (last key parsed 'engine.volume_plugins'): expected a top-level item to end with a newline, comment, or EOF, but got 'e' instead 


Actual results:
podman failed to decode the configuration file

podman works as expected

 That entry should be in registries.conf not in containers.conf.

Tom, this one is part of my wheelhouse. Moved the short-names-mode = "enforcing" to registries.conf too, as part of fixing this bug.
