Here we just asked them to create CSR with the details, but not mentioned that we have to add those in a file and that file we have to use with the command. 

However, it should be : 

Create the /root/capsule_cert/SAN_config.cfg configuration file for the Certificate Signing Request (CSR) and include the following content:

later on point no 4 has the command, where we can add the above path

Creating custom SSL certs is being dropped in the next release. See https://github.com/theforeman/foreman-documentation/pull/2249.
