Rook looks like it is working as expected with the nodes it has been given. Note that a mon is down, but I will assume that's not a concern for this BZ.

The OCS operator assigns nodes to racks, so this really needs to be looked at by OCS operator. 

As a workaround you should be able to:
1. Update the node's rack label to rack1 as expected.
2. From the toolbox, move the osd.1 to rack1 with a command like this: 
ceph osd crush move osd.1 rack=rack1
