Description of problem:
Package python-fiona fails to build from source in Fedora rawhide.

Version-Release number of selected component (if applicable):
1.8.20-1.fc35

Steps to Reproduce:
koji build --scratch f35 python-fiona-1.8.20-1.fc35.src.rpm

This seems like a problem with glibc. It can be fixed by adding BuildRequires on glibc-all-langpacks.

This built fine in the mass rebuild.
