Description of problem:
When user clicks "Start Over" button in H/W certification interface, it will
submit the test result package anyway rather than clearing the info and prompt
the user from the first submission entry page.

How reproducible:

Steps to Reproduce:
1. Login to hardware.redhat.com
2. Click on "Create" button. Enter Product, Version, Vendor, Category, Product
Page URL and attach a test result rpm file and Click "Continue"
3. On the next "Verify Certification" page, scroll down to the bottom of the
page and click "Start Over" button.

Actual results:
Eventhough user clicks on "Start Over" button, it will still submit the test rpm
package and other information provided in the request.

Expected results:
When "Start Over" button is clicked, it should clear the information, should not
submit the test result rpm and return to the first page "Create New
Certification" and allow the user to provide the information and test result again.
