Description of problem:

Failure to install operators.

Version-Release number of selected component (if applicable):

4.9.0-rc.0

How reproducible:

Simple.

Steps to Reproduce:
1. install an operator by applying a Subscription

Actual results:

The created CSV will remain in Pending with an error message "Service account does not exist".

Expected results:

The created CSV will move to Succeeded and operator is installed.

we produced the issue with https://github.com/app-sre/container-security-operator/blob/master/openshift/container-security-operator.yaml
