Description of problem:

Enabling Third Party Repositories in GNOME Initial Setup does not have any effect. Post setup, once GNOME Software 41 is opened there is still a prompt to enable third party repositories.

Fedora-35-20210908.n.0 (last known good 35 live ISO as of writing)

How reproducible:

Happened when testing Fedora 35 in a VM in GNOME Boxes from Flathub.

Steps to Reproduce:
1. Install Fedora 35.
2. In initial setup where you setup your username and password (past Anaconda), ensure to enable third party repositories.
3. Once initial setup is complete you'll notice that initial setup setting had no effect once GNOME Software is opened.

Actual results:
This setting appears to do nothing.

Expected results:
Initial setup settings are applied to the system as expected.
