Description of problem:

When installing Fedora from the f35 prerelease netinstall iso, I noticed that the journal was being absolutely spammed by errors from brltty about failing to open /etc/mtab and /run/brtltty/usbfs, both of which apparently do not exist in the installer environment. 


Version-Release number of selected component (if applicable): 35


How reproducible: Always 


Steps to Reproduce:
1. Boot the f35 pre-release netinstall iso 
2. (Optional, I believe) begin the actual installation process
3. Check journalctl 

Actual results: Lots of errors from brltty


Expected results: No errors from brltty

This message is a reminder that Fedora Linux 35 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 35 on 2022-12-13.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '35'.

Fedora Linux 35 entered end-of-life (EOL) status on 2022-12-13.

Fedora Linux 35 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we
are closing this bug.

If you can reproduce this bug against a currently maintained version of Fedora Linux
please feel free to reopen this bug against that version. Note that the version
field may be hidden. Click the "Show advanced fields" button if you do not see
the version field.

Reopening this, I'm seeing this with brltty-6.5-11.fc39.x86_64, it's doing this during an install and making it hard to read the non-brltty lines.

This seems to be related to running things in a VM, I see it in my qemu vms and when using livemedia-creator's virt install method. Is there a way to quiet this failure? I see lots of logging options but not anything that would obviously solve this.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
