Looking at the spec of libcbor package, I've noticed that the directory %{_includedir}/cbor is not owned by RPM. Add "%dir %{_includedir}/cbor" or replace "%{_includedir}/cbor/*.h %{_includedir}/cbor/internal/*.h" with "%{_includedir}/cbor"
This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle. Changing version to 36.

This was resolved in an update for F38 that modernized the build.
