RHEL Engineering is moving the tracking of its product development work on RHEL 6 through RHEL 9 to Red Hat Jira (issues.redhat.com). If you're a Red Hat customer, please continue to file support cases via the Red Hat customer portal. If you're not, please head to the "RHEL project" in Red Hat Jira and file new tickets here. Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Bugs against components "kernel", "kernel-rt", and "kpatch" are only migrated if still in "NEW" or "ASSIGNED". If you cannot log in to RH Jira, please consult article #7032570. That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description Taft Sanders 2021-10-24 18:07:21 UTC
Description of problem:
Duplicate Content Access Subscriptions are seen when forcefully refreshing with subscription-manager

Version-Release number of selected component (if applicable):
subscription-manager-1.28.13-4.el8_4.x86_64
python3-subscription-manager-rhsm-1.28.13-4.el8_4.x86_64
subscription-manager-rhsm-certificates-1.28.13-4.el8_4.x86_64
librhsm-0.0.3-4.el8.x86_64
kernel-4.18.0-305.19.1.el8_4.x86_64

How reproducible:
Every time

Steps to Reproduce:
1. Register to an SCA Org
2. Attach a subscription (even though you already have an SCA certificate)
3. run `subscription-manager refresh --force

Actual results:
[root@rhua4 rhui]# for i in $(ls -1 /etc/pki/entitlement/*); do rct cat-cert $i | grep -A1 Order; done
Order:
Name: Red Hat Enterprise Linux Atomic Host for Certified Cloud and Service Providers (via Red Hat Update Infrastructure)
Order:
Name: Red Hat Update Infrastructure and RHEL Add-Ons for Providers
Order:
	Name: Content Access
[root@rhua4 rhui]# subscription-manager refresh --force
2 local certificates have been deleted.
All local data refreshed
[root@rhua4 rhui]# for i in $(ls -1 /etc/pki/entitlement/*); do rct cat-cert $i | grep -A1 Order; done

Order:
	Name: Content Access
[root@rhua4 rhui]# subscription-manager refresh --force
2 local certificates have been deleted.
5 local certificates have been deleted.
All local data refreshed
[root@rhua4 rhui]# for i in $(ls -1 /etc/pki/entitlement/*); do rct cat-cert $i | grep -A1 Order; done
Order:
Name: Red Hat Enterprise Linux Atomic Host for Certified Cloud and Service Providers (via Red Hat Update Infrastructure)
Order:
Name: Red Hat Update Infrastructure and RHEL Add-Ons for Providers
Order:
	Name: Content Access

Expected results:
- Same number of subscriptions present on the host as applied to the profile on RHSM
- New serial numbers for entitlements attached to the host

Additional info:
Interestingly enough, the duplication of the Content Access subscription only goes up to 3 before resetting back to 1, as seen in my example.
