PHP is hit by https://gcc.gnu.org/bugzilla//show_bug.cgi?id=68384
which make impossible for US to build PHP with LTO enabled.

Sadly the bug hasn't seen any activity for a couple of years.  I've reconfirmed it.

Since I don't expect any immediate progress here, let's route this to the upstream PR.
