Description of problem: Version 1.0.6 of inchi carries different license terms from earlier versions, but the License tag in the spec file has not been changed. According to LICENCE.pdf, we have a choice between the "IUPAC/InChI-Trust InChI Licence No. 1.0 or any later version", or GPL version 2 or later. According to clause #3, selection of GPLv2+ requires changing all of the file headers. Also note clause #15, which essentially says that if inchi is patched, it can no longer be called "inchi".
