Description of problem:
Version 1.0.6 of inchi carries different license terms from earlier versions, but the License tag in the spec file has not been changed.  According to LICENCE.pdf, we have a choice between the "IUPAC/InChI-Trust InChI Licence No. 1.0 or any later version", or GPL version 2 or later.  According to clause #3, selection of GPLv2+ requires changing all of the file headers.

Also note clause #15, which essentially says that if inchi is patched, it can no longer be called "inchi".

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.

This message is a reminder that Fedora Linux 36 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 36 on 2023-05-16.
It is Fedora's policy to close all bug reports from releases that are no longer

'version' of '36'.
