Description of problem:
In relation to bug #1912059 , the /etc/raddb/certs/bootstrap script is hardcoded regarding the certificate path to the self-signed file generated upon installation and does not take into account freeradius configuration or standard paths for certificate and key storage on a RHEL8 system ( /etc/pki/tls/... ).
As a result if freeradius is configured to use a certificate in the standard path, the service can no longer be restarted after 60 days, when the selfsigned certificate expires, even though the certificates used by freeradius are valid.

This was fixed in RHEL 8.5. The fix introduced skips checks if default certificates were already created and present in their default directory. It also allows to start the service even if the bootstrap script is deleted.
