Description of problem (please be detailed as possible and provide log
snippests):


When viewing the alerting rule 'CephClusterWarningState' in the OCP Web UI (Observe -> Alerting -> Alerting Rules' there is a mismatch between the alert threshold (set to 15m) and the description which states 'Storage cluster is in warning state for more than 10m.'. The description should match the threshold version (or vice versa).

Steps to Reproduce:
1. Navigate to the OCP Web UI
2. Navigate to the view 'Observe -> Alerting -> Alerting Rules'
3. Search for rule 'CephClusterWarningState'
4. Observe the 'Description' field and the 'For' field


Actual results:

The rule description and the threshold do not match.

The rule description and the threshold should match.

It's been merged to upstream master. After the backport PR merges (https://github.com/rook/rook/pull/9796), please open a backport PR to the release-4.10 branch of https://github.com/red-hat-storage/rook
