The current pipewire-0.3.41-1.fc34 lacks any information about changes between versions. I discovered that upstream delivers NEWS file in its tarball. Please package NEWS file as a documentation.

This is fixed in pipewire-0.3.74-1.fc38.x86_64:

$ rpm -ql pipewire|grep NEWS
/usr/share/doc/pipewire/NEWS

$ rpm -qf  /usr/share/doc/pipewire/NEWS
pipewire-0.3.74-1.fc38.x86_64
