The subvolumegroup is only created upon the creation of first subvolume, if you don't have any cephFS subvolume in the system then you will get this error.

No, there is no good way. Moreover it is trivial and doesn't affect the customers because the customers who have cephFS will not see this as they will be having some subvolumes and the customers with rbd will not care about this message.
