Description of problem:

ceph is not developed / tested against python 3.10, but F35 uses python 3.10 as the default and it's seemingly non-trivial to flip to python3.9 just for the ceph packages. There is a seeming incompatibility with python3.10, which leads to a myriad of issues, particularly with ceph-mgr:

Steps to Reproduce:
1. dnf -y install ceph-common ceph-osd ceph-radosgw ceph ceph-mds ceph-mgr
2. Configure/build the cluster per the ceph documentation 
3. ceph -s

Actual results:
# ceph -s

    health: HEALTH_ERR
            Module 'dashboard' has failed dependency: super(): __class__ cell not found
            10 mgr modules have failed

Expected results:
A healthy cluster

Issue persists in F36.

This message is a reminder that Fedora Linux 36 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 36 on 2023-05-16.

Issue is... resolved in F38! Likely due to the ceph version upgrade.

Fedora Linux 36 entered end-of-life (EOL) status on 2023-05-16.
