Currently, the only way we can enable IPFIX sampling in OVN deployments is by externally (i.e: without OVN's intervention) adding per-bridge IPFIX sampling to OVS.

In order to reduce the impact of such sampling in OVS as well as to increase accuracy of the sampled flows, the Openshift Network Observability team are considering using OVS's per-flow sampling which requires OVN to add "sample" action to a subset of the openflow flows based on some NB configuration.

This RFE is to have a first round of analysis of the implications and impact of adding this to OVN.
