I'm not sure what you're saying. F36 WAS rawhide at the time of the bug. CQRLOG installs fine under mock.
See the Koji link. Most Fedora packages already have .fc37 builds at this time. The latest build that CQRLOG has is cqrlog-2.5.2-8.fc36 from January 2022.
Having .fc37 is not a requirement and would only be true across the board after a mass rebuild. There's nothing wrong with fc36 packages in rawhide and it's quite normal.
