fast_float failed to build from source in Fedora rawhide/f36

Please fix fast_float at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
fast_float will be orphaned. Before branching of Fedora 37,
fast_float will be retired, if it still fails to build.

It looks like this was a ppc64le issue that was straightened out with gcc 
12.0.1-0.3.fc36: https://koji.fedoraproject.org/koji/buildinfo?buildID=1882471
