The release of Service Telemetry Framework (STF) 1.4 results in an improper Smart Gateway Operator channel being used for dependency installation. As a result, new STF 1.3 installations use the wrong Smart Gateway Operator channel and the wrong Smart Gateway Operator version. With this update, the documentation includes a step to use the appropriate channel in the Smart Gateway Operator subscription.

Description of problem: When installing STF 1.3 per documentation, the Smart Gateway Operator is installed as a dependency via the `requires` item in the CSV, but is installed from the defaultChannel in the catalogsource image via `stable-1.4` instead of `stable-1.3` as intended.

Steps to Reproduce:
1. Install STF 1.3 per documentation
2. Note that Smart Gateway Operator 4.0.x is installed instead of 3.0.x

Additional info:

Documentation will need to be updated to reflect that the Smart Gateway Operator subscription needs to be defined and passed via `oc create` with the appropriate `channel: stable-1.3` explicitly instead of relying on the implicit defaultChannel in the catalogsource image.
