lunch of Stack creation

Actual results:
- the instances failed on the creation and try multiple unsuccessful reschedule

Expected results:
- stack succeed

OSP 13 was retired on June 27, 2023. No further work is expected to occur on this issue, and there was not enough information to resolve the issue as presented.
