This bug is reported on behalf of Kobi Gershon who reported it.

Description of problem:
When plan runs there is no status for pending operation


Version-Release number of selected component (if applicable): 2.3.0-16


How reproducible: 100%


Steps to Reproduce:
1. Create a new plan
2. Run it
3. Check the content 'State' field for each VM Migration stage - When a phase ends successfully this field is empty.

Actual results:
for all stages state remains empty after it's done.

Expected results:
All stages should show status like `Pending`, `Completed`/'Ready', etc according to current state of VM migration

Additional info:
This might be an API bug that API doesn't report the state to UI.

Verified on MTV-2.3.0-38, both for RHV and VMware.
state of each step is moved to "Completed" once done successfully.

Screenshots RHV_state , VMware_state are attached.
