i have also done rpm --rebuilddb

[root@stan RPMS]# rpm -qi samba-2.0.7-21ssl.i386.rpm
package samba-2.0.7-21ssl.i386.rpm is not installed
[root@stan RPMS]# rpm -i samba-2.0.7-21ssl.i386.rpm
package samba-2.0.7-21ssl is already installed
[root@stan RPMS]#

The syntax for rpm queries expects a package name, not a package file name. Try
	rpm -q samba
