I have split out a pkgconfig file into a -devel subpackage. I would like to include this subpackage in CRB so it's available for development of rhc workers. The workers are independently developed programs. So while all workers /today/ are developed by Red Hat internally, it is possible that in the future workers could be authored by people outside Red Hat. Providing them with the development files to develop a worker seems appropriate.
