Description of problem:
In HIPAA and STIG profile, rpm_verify_hashes fails after Ansible remediation. 

It's caused by /usr/lib/systemd/system/rescue.service from systemd package.

How reproducible:
100%

Steps to Reproduce:
1. Remediate a machine using STIG or HIPAA Ansible remediations

Actual results:
rpm_verify_hashes fails

Expected results:
rpm_verify_hashes passes
