Description of problem:
upstream openvswitch has 4 IPsec test cases that can be executed using the unit test of the ovs upstream.
those tests are currently not executed as default and when we execute them there is some failers that need to fix.

also need to add test case for IPSEC with NAT.

I'm closing this since it has not been updated in 2 years. If this needs to be reopened, it probably should not be opened as an OVN issue.
