Description of problem:
This is a clone of bug 1986484 which was fixed and closed. However, the same bug is now again emerged in ovn-2021-21.12.0-30.el8fdp.x86_64. 
It is worth noting that the bug does not exist in ovn2.13-host-20.12.0-195.el8fdp.x86_64.
