The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

This BZ will need devel_ack+ in order to make progress. Given the nature of the request I'm probably going to approve it for the Z-stream without taking it to the Blockers and Exceptions meeting for a vote, but I can't do that until it has devel_ack+ :)

This BZ does not qualify for RHEL7 z-stream maintenance. Also Satellite on RHEL7 will stop to be supported soon (with the end of 6.11 support).

Closing the BZ as WONTFIX, then.
