After deleting and reinstalling the OCS, the ocs-operator Pod can't become ready and the healthz check failed error can be seen in pod logs.

Steps to Reproduce:
1. Delete the OCS
2. Reinstall the OCS
3. Check the status of the ocs-operator pod

Actual results:
The ocs-operator pod can't become ready and the installation is stuck at installing status.

Expected results:
The ocs-operator pod becomes ready and the installation finishes.

IIRC, the problem here was related to reinstallation on the same disks. Although we don't support it, it has been resolved by improving the customer's scripts. I believe we can close this one.
