R 4.2.1 was built for rawhide.

However, this changed the RPM provides in R-core from "R(ABI) = 4.1" to "R(ABI) = 4.2"

R packages that requires "R(ABI) = 4.1" are no longer installable in rawhide, and need to be rebuilt.

Yes, this is intended. We discussed this some time ago in the R-SIG-Fedora mailing list, and decided to add this R(ABI) requirement with the minor version in it. This is because ABI compatibility is not guaranteed for the same major version. Some packages built under x.y *may* work for x.y+1; some may not. There's no general way of knowing which packages are compatible, and so we decided to force a mass rebuild with this R(ABI) mechanism, to be in the safe side.

R 4.2.1 was built in a side tag, and we should rebuild all the packages there. I can't help with this yet, sorry, because the SIG FAS group hasn't been created yet and I have no provenpackager superpowers. But I plan to build some tooling to make those mass rebuilds painless. I did this already for my Copr with the whole CRAN, so I would just need to adapt that to koji.

R-4.2.1-2.fc37 was ragged f37 (i.e. into rawhide) which caused the problem:
