Anaconda looks for system-config-language (among others) on disc1 when the
package is actually on another disc.

Works fine in RHEL4.

This support was in but was removed when we did major yum api work.  I've put it
back in a more appropriate fashion.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux major release.  Product Management has requested further
review of this request by Red Hat Engineering, for potential inclusion in a Red
Hat Enterprise Linux Major release.  This request is not yet committed for
inclusion.

Since no regressions are allowed between releases, 
it is also being proposed as a blocker for this release.  

Please resolve ASAP.

Tested without error against RHEL5-Server-20061207.4 and RHEL5-Client-20061207.0
