How reproducible:
always

Steps to Reproduce:
1. Add a launcher to Top Panel (e.g. Click System -> Preferences -> right click
"Desktop Background" and select "Add this launcher to panel")
2. On Top Panel, drag the launcher to the new location on the panel
3. Repeat step2 again
  
Actual results:
Launcher icon changes to be a question mark, and check this launcher properties,
its' Name, Command and Comment information all got lost

Problem confirmed on gnome-panel-2.16.0-4.fc6. Upstream BZ has more info:

This is fixed in gnome-panel-2.16.1-2.fc6, currently in updates-testing

I'm still seing the problem with gnome-panel-2.16.1-2.fc6...

I chose a launcher from the Application menu and "Add to panel" - Then
left-mouse-button dragged the new launcher around in the same panel twice, and
*poof*

This has been fixed in rawhide for a while.
