I observed that the compilation has acquired -3 karma, and that potentially consequently installation necessitated manual acquisition of the "*.rpm"-file. It was unavailable to me despite my utilisation of the most new version of rawhide that dnf provided to me.

The update has not aquired any negative karma. It has not aquired *any* karma whatsoever. Also, you were looking at the update for f37 aka Rawhide, which gets automatically pushed to "stable" (there's no testing repo in rawhide). You have to look the updates for f3x that have been posted the fedora update system here as well.
