Description of problem:
Currently ceph orch ps displays time for daemons with status as running, not stopped.
It would be nice if users get to know since when it was reported as stopped also.

Version-Release number of selected component (if applicable):
16.2.7-112.el8cp

Steps to Reproduce:
1. Configure a ceph cluster.
2. observe ceph orch ps - status column - for a daemon.
3. stop the daemon.
4. observe ceph orch ps - status column.

Actual results:
[ubuntu@argo010 ~]$  sudo ceph orch ps --service-name rbd-mirror --refresh
NAME                       HOST     PORTS  STATUS   REFRESHED  AGE  MEM USE  MEM LIM  VERSION    IMAGE ID   
rbd-mirror.argo014.krgycd  argo014         stopped     3m ago  13d        -        -  <unknown>  <unknown>  


Expected results:
Display time since the status even for stopped daemon
