Description of problem:
Currently ceph orch ps displays time for daemons with status as running, not stopped.
It would be nice if users get to know since when it was reported as stopped also.

16.2.7-112.el8cp

Steps to Reproduce:
1. Configure a ceph cluster.
2. observe ceph orch ps - status column - for a daemon.
3. stop the daemon.
4. observe ceph orch ps - status column.

Actual results:
[ubuntu@argo010 ~]$  sudo ceph orch ps --service-name rbd-mirror --refresh

Expected results:

Moving the RFEs out of 9.0 as they were not prioritized by PMs and engineering doesn't have bandwidth to take them up.
